Leave of Absence Without. Pay In instances where the work will not be seriously handicapped by the temporary absence of an employee, the Department Head, subject to approval of the City Manager, may grant a leave of absence without pay not to exceed ninety (90) calendar days. Requests for such leave must be in writing and must establish reasonable justification for approval of the request. Normally such leave will not be approved for any employee who is accepting employment outside the City service.
