Magnitude of Finance Operations. The Comptroller's Finance and Accounting Department is headed by the Director of Finance and Accounting. The principal functions performed and the number of employees assigned to each are as follows: Administration 7 General and Grants Accounting/MSTU Admin 23 Treasury and Debt Administration 11 Accounts Payable 37 In addition to the Finance and Accounting Department, the Comptroller’s financial operations include a 21-person Payroll Department and a 10-person Property Accounting Department. The Board of County Commissioner’s adopted budget for the 2019-2020 fiscal year currently stands at $5.7 billion.

The principal functions performed, and the number of employees assigned to each is as follows: Function Number of Employees • Administration 5 • Disbursement – Accounts-Payable, Payroll and Property 22 Tax Management • General Accounting 11 • Systems Support 8 • Internal Audit 2 The mandated duties of the Monterey County Auditor-Controller are performed under legal authority set forth in the California Government Code, the Revenue and Taxation Code, and the Monterey County Code, and in accordance with uniform Generally Accepted Accounting Principles (GAAP) and other authoritative bodies on a State and National level. Section 26881 of the Government Code notes that the Auditor-Controller shall “prescribe, and shall exercise a general supervision, including the ability to review departmental and countywide internal controls, over the accounting forms and the methods of keeping the accounts ” The Board of Supervisors may assign additional responsibilities.
