Maintaining Programs and Services. NON-BARGAINING UNIT EMPLOYEES In view of its need to provide services to clients, the Town may continue its practice of using non- bargaining unit staff to assist in the day-to-day operations, including without limitation Per Diem, Part-time, and Call members.
