MANAGEMENT FUNCTIONS 6. 01
(a) generally manage and operate HOOPP in all respects in accordance with its obligations;
(b) hire, direct, classify, transfer, promote, demote, lay-off, suspend and discharge, or otherwise discipline employees for just cause provided that a claim of discriminatory classification, promotion, demotion or transfer or a claim that an employee has been unjustly discharged or disciplined may be the subject of a grievance and dealt with in accordance with the provisions of the grievance procedure. The grounds for termination of a probationary employee are not subject to the criteria of cause but are based on management's just, fair and reasonable assessment of the employee's performance;
(c) establish and enforce reasonable rules and regulations to be observed by employees, provided that they are not inconsistent with the provisions of this Agreement;
(d) maintain order, discipline and efficiency.
