MANAGEMENT GRIEVANCES AND UNION GRIEVANCES. 19.01 It is understood that the Association, on its own behalf or on behalf of any of its members companies, may file a grievance with the Union and that if such complaint is not settled to the satisfaction of the parties concerned, it may be treated as a grievance and referred to arbi- tration in the same way as a grievance of an employee. Such grievances shall be processed in accordance with Article 17.02 of the grievance pro- cedure set out above. 19.02 A Council and/or Local Union's grievance, which is defined as an alleged violation of this Agreement involving all or a substantial number of employees in the bargaining unit, in regard to which a substantial number of employees have signified an intention to grieve in writing or a grievance involving the Union itself, including the application or interpre- tation of this Agreement, may be brought forward as a grievance of an employee, subject to the same time limits as in Article 17 and to be processed in accordance with the provisions of Article 17.02.

19.02 6.02 A Council and/or Local Union's Union policy grievance, which is defined as an alleged violation of this Agreement involving all or a substantial number of employees in the bargaining unit, in regard to which a substantial number of employees have signified an intention to grieve in writing grieve, or a grievance involving the Union itself, including the application or interpre- tation interpretation of this Agreement, may be brought forward in writing in the same manner and within the same time limits as in the case of an employee grievance. If it is not settled, it may go to a Board of Arbitration in the same manner as a grievance of an employee, subject to the same time limits as in Article 17 and to be processed in accordance with the provisions of Article 17.02.
