Mandatory Requirements Local Production and content. The Clothing, Textiles, Footwear and Leather (CTFL) sector has been selected as a designated sector to benefit from public procurement and has been assigned a 100% minimum threshold for local content. PPE Accessories (Footwear and Leather) is one of the designated commodities. The designation constitutes sub-sectors from the following Standardised Industry Classifications (SIC) Codes: 31291 –Manufacture of textiles, clothing, leather goods and other textiles 31292 – Fashion clothing, textiles and footwear manufacture design.  Designated sectors requirements: Material Threshold Textile, Clothing, Leather and Footwear sector 100% SBD 6.2 Declaration Form is therefore mandatory tender returnable and must be submitted together with Annexure C (Local Content Declaration – Summary Schedule). These documents must be completed, duly signed and submitted by the tenderer at the closing date and time. The tenderers will be disqualified from further evaluation where they fail to achieve the stipulated minimum threshold for local production and content and where the Declaration Certificate for local content is not submitted with the tender. If there is any importation of raw materials, the tenderers need to submit a copy of the Authorisation Letter from The Department of Trade and Industry (The DTi).
