Mine Water Management and Discharge Practices. The following discussion summarizes the current water management systems in place at the East Boulder Mine including mine water production, water treatment, operational recycle and discharge. A simplified schematic illustrating the current water management system for East Boulder Mine is shown in Figure 1-4. The primary flow path represents the preferred flow paths used by SMC to manage mine-influenced water. Secondary flow paths represent alternative or contingency water management tools available for management and discharge of treated mine water during periods of higher water production, operational upset, and/or other unforeseen conditions. Mine water containing nitrogen and other constituents produced underground through the production of waste rock and ore is discharged from the adit to a thickener and clarifier where suspended solids are removed. Clarified mine water then flows to the biological treatment plant, where ammonia-nitrogen and nitrate- nitrogen concentrations are reduced. The water treatment plant also includes a reverse osmosis system for use in the event of operational upset with the biological treatment system. After biological treatment, a portion of the treated mine water is sent to the Recycle Pond where it can then be diverted to multiple locations. A portion of treated mine water, approximately 25% in 2019, is sent back underground to support underground mine operations. Treated mine water may be sent directly from the Recycle Pond to the tailings impoundment if additional water is needed for mill/concentrator support or in the case of an upset condition where discharge to percolation is precluded. A majority of treated mine water, approximately 75% in 2019, is sent to the percolation pond. From the percolation pond, water infiltrates to groundwater and ultimately reports to the East Boulder River. This point source discharge is permitted as Outfall 002 in the MPDES permit. In the past treated mine water was discharged seasonally through mine site LAD in the summer and snowmaking in the winter. The East Boulder Mine LAD/snowmaking system has been decommissioned and there are no further plans to use these alternatives in the future. An indirect discharge from the TSF is depicted to represent known, non-point source discharge from the TSF embankments to groundwater.
