The Landlord has found and determined, and hereby finds and determines, that the operation of the Premises by the Tenant will be a benefit to the people of the City and the County, and that (a) the economic benefits that will inure to the County and the City and their citizens from the operation of the Premises, from the payments to be made by the Tenant under this Lease, and the taxes that the Tenant is to pay on its own property at the Premises, (b) this transaction is the best and most feasible way to obtain such benefits for the County and the City and their citizens; and, therefore, (c) this Lease involves no gratuity (prohibited by the Constitution of the State of Georgia of 1983) to Tenant.
