Operator System. The operator system(s) shall provide plant operators with all information, protection, and control facilities required to operate the plant safely, reliably and consistently. There is no point in alarming the operator (audibly) when the plant has already tripped, with the exception of trips on specific auxiliaries where standby equipment is available. • Alarms from plant on permit should be allowed to be inhibited. • Alarms from plant that is not in service should be inhibited unless the alarm will affect the start-up of the plant. • Functionality to manually override alarms should be available to certain user groups. • All alarms, operator actions and event logging functions should be performed by the new control system. • Multiple alarm levels must be available. Each alarm must be categorised according to the criticality of the alarm (after rationalisation). The HMI must be provided with the following functionality: • Simulations must be clearly shown to the operator on the HMI graphic of the related equipment. • The equipment which is isolated as part of the permit to work system must be reflected the HMI (i.e. the graphical representation of plant must be configurable to clearly shown when it is on permit). The graphic of equipment should reflect whether it is on permit or not. This can be a manual activity by the operator but should not take longer than a few second to update the equipment status. • The operating station’s display screens should be user customisable, with the Control System saving each user’s configuration of the screens. • The system should capture the identity of each operator on shift. • All events on the workstation must be logged (including operator action events) • The changes ...
