Personal Freedom. The off-duty conduct of a teacher shall not be a concern of the Employer unless it impairs the teacher’s fulfillment of job responsibilities. The teacher is free to express to administrators or other teachers professional opinions or suggestions that are in disagreement with those of the administrators or other teachers without fear of disciplinary action, unless or until such expression becomes abusive or harassing in nature.
