Points of Order. During the discussion of any matter, a member may rise to a point of order, and the point of order shall be immediately decided by the Chairman in ISBA/5/C/L.1/Rev.2 English accordance with the rules of procedure. A member may appeal against the ruling of the Chairman. The appeal shall be put to a vote immediately and the ruling of the President shall stand, unless overruled by a majority of the members present and voting. A Member may not, in raising a point of order, speak on the substance of the matter under discussion.
