PROMOTION AND STAFF CHANGES. a) The Union shall be notified in writing of all appointments, hiring, layoffs, transfers, recalls and termination of employment within the bargaining unit. b) When a vacancy occurs or a new position is created, either inside or outside of the Union, the Employer shall notify the Union in writing and post notice of the position in the Employer's offices, locker rooms, shops and on all bulletin boards for a minimum of seven (7) working days, in order that all members will know about the position and therefore be able to make written application. 14.02 Such notice shall contain the following information: nature of position, qualifications, required knowledge and education, skills, shift, wage or salary range or rate. Those qualifications shall not be established in an arbitrary or discriminatory manner. The Employer shall not be required to state the wage or salary for an exempt position. 14.03 Employees shall provide the Human Resources Manager with a contact e-mail or physical address, either of which can be used by the Employer, to contact the members of the Union who are on vacation, leave of absence, or layoff as to the availability of any new or vacant position. Said Employees will have seven (7) working days to apply. 14.04 Both parties recognize: a) the principle of promotion within the services of the Employer. b) that job opportunity should increase in proportion to length of service.
