PROMOTIONS AND DETAILS. 1. The Parties agree that the provisions of Chapter 20, Internal Placement, Employment and Benefits Handbook (Forest Service Handbook 6109.12) will be followed, except as provided for in this article. The procedures in this article apply to positions within the Bargaining Units. Provisions in the Merit Promotion Plan will apply except as stated below.
