Publication of Assignment Availability. When a new assignment or vacancy in an existing assigned area becomes available by reason of promotion, retirement, resignation, or transfer, notice of such assignment availability shall be forwarded to all units within ten (10) days of creation of the new assignment or vacancy and conspicuously posted. All such notices will contain a complete description of the position to be filled, including duties, working hours, any special qualifications that may be desired but not required, the name and rank of the immediate supervisor, location where employee will be required to report and work. All personnel who feel that they qualify for the assignment or vacancy are encouraged to submit a request to be considered for transfer to the new assignment or vacant position. Notice of vacancies shall be read at roll call for three (3) consecutive days and posted in all units for seven (7) days prior to filling the position. The Police Chief will consider personal qualifications and competence of the applicants in making a selection. Nothing in this provision shall in any way control the right of the Police Chief to make a change in assignment or to temporarily fill a vacancy, it is intended to provide a standardized method to be utilized prior to permanently filling a vacancy.
