Purpose and Policy. The City of Burbank and the International Brotherhood of Electrical Workers have declared it to be their purpose and policy to establish organized, planned systems of apprenticeship programs in the line mechanic, electrician, and test technician trades, conducted as a joint labor and management undertaking. The parties have thus developed and adopted Apprenticeship Standards and have reached an understanding and agreement to wages, hours, and other terms and conditions of employment for employees in the Apprenticeship Program. In addition, the parties have established trainee programs for the power plant in the fields of maintenance and operation. The parties have thus developed training plans and have reached an understanding and agreement to wages, hours, and other terms and conditions of employment for employees in the Trainee Programs.
