Retention of Employees with Special Skills. The Employees with the least seniority shall be first laid off provided, however, that Employees with special skills may be retained to fill classified positions requiring special skills, regardless of seniority. Where requested by the Union, the Employer will notify the Union in writing of such retention and provide reasons why the retention is necessary and the duties the Employee(s) will be performing. Employees who have been laid off shall be recalled to work in the reverse order of their lay-off, e.g., the last Employee laid off shall be the first re-hired, provided that the Employee is capable of performing the work which may be available.
