BACKGROUND: Regulation (EU) No 509/2014 of the European Parliament and of the Council amended Regulation (EC) No 539/2001 listing the third countries whose nationals must be in possession of visas when crossing the external borders of the Member States and those whose nationals are exempt from that requirement. The Regulation was adopted on 20 May 2014 and entered into force on 9 June 2014. In July 2014, the Commission presented a Recommendation to the Council to authorise it to start negotiations on visa waiver agreements with each of the following 17 countries: Dominica, Grenada, Kiribati, Xxxxxxxx Islands, Micronesia, Nauru, Palau, Saint Lucia, Saint Xxxxxxx and the Grenadines, Samoa, Solomon Islands, Timor-Leste, Tonga, Trinidad and Tobago, Tuvalu, the United Arab Emirates and Vanuatu. On 9 October 2014, the Council addressed negotiating directives to the Commission The negotiations with Palau were opened on 17 December 2014 and conducted by exchange of letters. During further exchanges agreement was reached on all aspects. The agreement was initialled by an exchange of letters between the chief negotiators on 27 May 2015 (Palau) and 10 June 2015 (Union). The Commission considered that the objectives set by the Council in its negotiating directives were attained and that the draft visa waiver agreement is acceptable to the Union. CONTENT: the Commission proposes that the Council approve the Agreement between the European Union and the Republic of Palau on the short-stay visa waiver. The content of the agreement may be summarised as follows: Purpose and duration of stay: the agreement provides for visa-free travel for the citizens of the European Union and for the citizens of Palau when travelling to the territory of the other Contracting Party for a maximum period of 90 days in any 180-day period. In order to safeguard equal treatment of all EU citizens, a provision has been included in the agreement stating that Palau may suspend or terminate the agreement only in respect of all the Member States of the European Union and that the Union may also only suspend or terminate the agreement in respect of all of its Member States. The agreement takes into account the situation of the Member States that do not yet apply the Schengen acquis in full. As long as they are not part of the Schengen area without internal borders, the visa waiver confers a right for the nationals of Palau ...

BACKGROUND: by its Decision 2009/897/EC, the Council concluded the Agreement between the European Community and the Commonwealth of the Bahamas on the short-stay visa waiver. The Agreement provides for visa-free travel for the citizens of the Union and for the citizens of the Bahamas when travelling to the territory of the other Contracting Party for a maximum period of three months during a six months period. Regulation (EU) No 610/2013 of the European Parliament and of the Council introduced horizontal changes in the Unions visa and border acquis and defined a short stay as a maximum of 90 days in any 180-day period. It is necessary to incorporate this new definition into the Agreement in order to fully harmonise the Unions short-stay regime. The Commission negotiated, on behalf of the Union, an agreement with the Bahamas which amends the Agreement between the European Community and the Commonwealth of the Bahamas on the short-stay visa waiver (the amending Agreement).
ROLE OF THE EUROPEAN PARLIAMENT. The European Parliament shall be duly involved in a regular and structured way in the European Semester in order to increase transparency, accountability and ownership for the decisions taken, in particular by means of the Economic Dialogue referred to in this Regulation. The Commission shall transmit to the European Parliament the national medium-term fiscal- structural plans submitted by the Member States. The Commission shall inform the European Parliament of its overall assessment of those medium-term fiscal-structural plans. The competent committee of the European Parliament may by means of the Economic Dialogue referred to in Article 27 of this Regulation request the Commission to appear before it. On such occasions, the Commission may be invited to present its assessment of medium-term fiscal-structural plans.
ROLE OF THE EUROPEAN PARLIAMENT. The conclusion of the Samoa Agreement legally requires the consent of Parliament (Article 218 TFEU), although the agreement can be partially and provisionally applied before consent is given and before the Member States have ratified it. Parliament’s consent is also required for any EPA concluded with ACP countries. In addition, Parliament has actively contributed to shaping the new NDICI – Global Europe financial instrument and is overseeing its implementation.

  • Anti-slavery and human trafficking The Supplier shall: ensure that slavery and human trafficking is not taking place in any part of its business or in any part of its supply chain; implement due diligence procedures for its own suppliers, subcontractors and other participants in its supply chains, to ensure that there is no slavery or human trafficking in its supply chains; respond promptly to all slavery and human trafficking due diligence questionnaires issued to it by the British Council from time to time and ensure that its responses to all such questionnaires are complete and accurate; and notify the British Council as soon as it becomes aware of any actual or suspected slavery or human trafficking in any part of its business or in a supply chain which has a connection with this Agreement. If the Supplier fails to comply with any of its obligations under clause 13.1, without prejudice to any other rights or remedies which the British Council may have, the British Council shall be entitled to: terminate this Agreement without liability to the Supplier immediately on giving notice to the Supplier; and/or reduce, withhold or claim a repayment (in full or in part) of the charges payable under this Agreement; and/or share with third parties information about such non-compliance.
