Appointments to positions in the City and County Service shall be at the entrance rate established for the position except as otherwise provided herein. 174 2. Appointments may be made by an appointing officer at any step in the compensation grade upon recommendation of the Human Resource Director under the following conditions: 175 a. A former permanent City employee, following resignation with service satisfactory, is being re-appointed to a permanent position in his/her former classification; or 176 b. Loss of compensation would result if appointee accepts position at the normal step; or
