Skilled Trades Contracting. When contracting out work is deemed necessary by the Employer, a contracting out form will be provided to the union as soon as possible. The specifications of the form are outlined in Appendix VI and any changes to the form are subject to the parties’ collective bargaining obligations. In contracting out work deemed necessary that does not result in layoff under this section, the Employer will not contract out such work for the purpose of avoiding overtime, not filling vacancies, or eroding the bargaining unit.
