Special Education Program. Without restricting the right of the Board to change policies, since there are presently no District-wide policies or practices for the full inclusion of all or substantially all special education students into the regular education classroom or process, there shall, subject to the requirements of law, be a continuum of alternative placements made available to meet the needs of students with disabilities. This continuum may include, but not be limited to, instruction in regular classes; instruction in special classes or schools; home instruction; and instruction in hospitals or institutions.
