Staff Changes. (a) Both parties recognize the principle of promotion within the service of the Employer and that job opportunity shall increase in proportion to length of service. Therefore, in making staff changes, transfers, or promotions, appointment shall be made of the applicant with the greatest seniority and having the required qualifications.
