Preparing the Final Report A Trust Special Administrator must produce and publish the draft report within 45 working days from when his or her appointment takes effect. The Secretary of State must then publish the final report and lay it before Parliament. On receipt of the final report, the Secretary of State has 20 working days to decide what action to take in relation to the NHS trust. The Secretary of State must then publish and lay in Parliament a notice containing the final decision and the reasons behind it.
