METHOD OF AWARD: Bid will be awarded by group to the lowest most responsive bidder that offers the greatest discount percentage that result in the lowest price for each manufacturer. Bidder should bid all lines in a group to be considered responsive for that group. The City reserves the right to award by line, group or in entirety whichever is most advantageous to the City.
