Apprentices will be characterized as NECA-Temporary employees for all purposes except lay-off. As long as the number of apprentices is within the ratios listed in Section 6.1, the Employer may lay-off NECA-Temporary employees before apprentices. In the event new classifications are created, the Union and the Employer will develop a letter of understanding to cover reduction-in-force.
