Tool Allowance for Utility Employees Utility Employees. Where tools and/or equipment are not available from the school for a particular task an employer may negotiate with the employee to provide such tools and/or equipment as required. Where, as a result of negotiation between the employer and the employee, the employee provides the requisite tools and/or equipment, the employer shall pay the employee a tool allowance of $13.00 per week for such provision.
