Training Benefits. (a) Where new or greater skills are required than are already possessed by affected employees under the present methods of operation, such employee shall, at the expense of the Board, be given a period of time not to exceed one (1) year, during which they may perfect or acquire the skills on the job necessitated by the new method of operation.
