– Union and Employee Grievance Procedures. 1. A grievance must be submitted to the lowest level of the Agency with the ability to resolve the matter. 2. To be considered timely, a grievance must be submitted no later than thirty (30) days after the occurrence of a grievable matter or incident, or no later than thirty (30) days after the aggrieved party became aware of a grievable matter or incident. 3.
