Union Meetings on State Premises. 19 The Employer agrees to permit the use of State conference and meeting rooms for 20 Union meetings upon prior request of the Union, subject to its availability and approval 21 by the appropriate local Employer representative. Such approval shall not be arbitrarily 22 withheld, and such facilities shall be furnished without charge to the Union unless such 23 charge is required by law or the Employer is charged for such use and uniformly 24 requires payment of such charges by all users.
