Union Representation Rights. 1. The interpretation and application of the provisions of thisAward shall be grievable underArticle 15.Any such grievance may be introduced at the Regional level and shall be subject to priority arbitration. 2. The Employer shall provide to the affected Union a quarterly report on all reassignments, layoff and reductions in force made under this Article. 3. Preference eligibles are not deprived of whatever rights of appeal such employees may have under applicable laws and regulations. However, if an employee exercises these appeal rights, the employee thereby waives access to any procedure under this agreement beyond Step 3 of the grievance- arbitration procedure.
