Utilization of Employees. It shall be the Employer's right to utilize his manpower whenever needed; provided, however, that if an employee is temporarily transferred to a lower classification he shall receive the rate of pay established for his higher classification. An employee moving from a lower classification to a higher classification shall receive the rate of pay for the higher classification for all time spent on the particular job. Any employee transferred permanently from a higher classification to a lower classification shall receive the rate of pay established for the classification to which he is transferred.
