VACANCIES AND PROMOTIONS. If any vacancy is to be filled or promotion to be made, such action shall comply with the Reno City Charter and the Rules and Regulations of the Reno Civil Service Commission. Any alleged violations of the Civil Service Rules and Regulations may only be appealed to the Civil Service Commission and are not considered arbitrable under the terms of this Agreement.
