VACANCIES, TRANSFERS AND PROMOTIONS. College is recognized as having the sole authority to appoint an applicant to a vacant College position. When the College determines that a vacancy will be filled, it will post a notice of the vacancy. Vacancies shall include newly created positions. For the purpose of this Article, promotion shall be defined as an appointment to a position of a higher job grade; a change in job title without a change in job grade shall be considered a lateral appointment.
