VACANCIES, TRANSFERS AND PROMOTIONS. A: For purposes of this Agreement, a vacancy shall be defined as an open position known by the administration to have no ancillary staff with an outstanding right to return to the position for a full year or no displaced ancillary staff who are qualified for the position. A displaced ancillary staff is an individual whose position has been eliminated. It is understood that during a reduction in personnel, both voluntary and involuntary transfers may occur prior to the filling of vacancies.
