XXX Authority. Section 307(b) of the Federal Land Policy and Management Act of 1976 (43 USC 1737) provides that the Secretary of the Interior may undertake programs of resource management through cooperative agreements. Title 40, Code of Federal Regulations, section 1502.4(b) provides that a programmatic EIS could be prepared for a broad federal action, such as the adoption of a regulation, policy, plan, or program. The PEIS is a useful tool for integrating environmental considerations into agency policy making and planning.
XXX Authority. (a) Subject to the budgets approved or to be approved by the City, and any and all such financial controls as shall be established by the City, the BOE shall retain the authority create, abolish, maintain, or consolidate Academic Positions, as well as those positions which lie outside of the functions enumerated in Sections III. and IV. hereof, as well as those functions enumerated in Section IV. hereof for which the City has not yet assumed operational control as provided herein.
(b) Subject to the budgets approved or to be approved by the City, and any and all such financial controls as shall be established by the City, the BOE shall retain full operational control of:
(1) School Choice functions; (2) School Registration functions; and (3) Tenure Decisions.
XXX Authority. The CoC program is authorized by subtitle C of title IV of the XxXxxxxx-Xxxxx Homeless Assistance Act (42 U.S.C. 11381-11389). The program is designed to:
1. Promote communitywide commitment to the goal of ending homelessness;
2. Provide funding for efforts by nonprofit providers, States, and local governments to quickly rehouse homeless individuals (including unaccompanied youth) and families, while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness;
3. Promote access to and effective utilization of mainstream programs by homeless individuals and families; and
4. Optimize self-sufficiency among individuals and families experiencing homelessness. A CoC is a geographically based group of representatives that carries out the planning responsibilities of the Continuum of Care program, as set out by regulation. The Xxx is designed to address the critical problem of homelessness through a coordinated community-based process of identifying needs and building a system of housing and services to address those needs. The geographic jurisdiction of the South Alamo Regional Alliance is San Antonio/Bexar County.
