(19) "Lessor" means a person who, pursuant to the terms of a lease, transfers to another person the right to possession and use of a motor vehicle titled in the name of the lessor [acquires title to a motor vehicle for the purpose of leasing the vehicle to another person ]. (20) "Licensee" means a person who holds a license or general distinguishing number issued by the Board under the terms of this Act or Chapter 503, Transportation Code. (21) "Manufacturer" means any person who manufactures or assembles new motor vehicles [either within or without this State ].
