(17) "Lease" means a transfer of the right to possession and use of a motor vehicle for a term in excess of 180 days in return for consideration. (18) "Lease facilitator" means a person, other than a franchised dealer or a bona fide employee of a dealer, or a vehicle lessor or a bona fide employee of a vehicle lessor, who: (A) holds himself out to any person as a "motor vehicle leasing company" or "motor vehicle leasing agent" or uses a similar title, for the purpose of soliciting or procuring a person to enter into a contract or agreement to become the lessee of a vehicle that is not, and will not be, titled in the name of and registered to the lease facilitator; or (B) otherwise solicits a person to enter into a contract or agreement to become a lessee of a vehicle that is not, and will not be, titled in the name of and registered to the lease facilitator, or who is otherwise engaged in the business of securing lessees or prospective lessees of motor vehicles that are not, and will not be, titled in the name of and registered to the facilitator. (19) "Lessor" means a person who, pursuant to the terms of a lease, transfers to another person the right to possession and use of a motor vehicle titled in the name of the lessor [acquires title to a motor vehicle for the purpose of leasing the vehicle to another person ]. (20) "Licensee" means a person who holds a license or general distinguishing number issued by the Board under the terms of this Act or Chapter 503, Transportation Code. (21) "Manufacturer" means any person who manufactures or assembles new motor vehicles [either within or without this State ].
