The Concessionaire will set annual goals and make a good faith effort to achieve or exceed them in contracts for operating and for goods and services related to operating the HOT Lanes Project.
The Concessionaire has no authority or right to impose or collect any fee, charge or other amount for the use of the HOT Lanes other than as authorized by this Section 4.04.
