After establishing the child has special needs and is eligible for adoption assistance maintenance payments using either Title IV-E or state funds, the LDSS then screens the child to determine eligibility for other types of adoption assistance. The LDSS shall use the Virginia Adoption Assistance Screening Tool to establish and document the child’s eligibility for adoption assistance. This tool documents: • Prior to the final order of adoption: o The child’s eligibility for Title IV-E adoption assistance maintenance payments.
