The Phase II ESA (site- specific review) serves as the first step in remediation for any property with contamination levels deemed unsafe.
The Phase II ESA must provide a narrative of how the any REC(s) identified will be mitigated using methods recognized and supported by the applicable regulatory authority and the estimated costs of such mitigation.
If the Environmental Professional recommends further examination, the application must include a Phase II ESA.
The acceptable method for this demonstration would be a Phase I Environmental Site Assessment (ESA) performed in accordance with CSA standard Z768-01 and any required follow up investigations (Phase II ESA) or remediation.
