The District may Certify the Project complies with Approved Construction Documents by utilizing the procedures under the Project Certification Guide (Located at the DSA website at ▇▇▇▇://▇▇▇.▇▇▇▇▇▇▇▇▇.▇▇▇.▇▇.▇▇▇/dsa/plan_review_process/project_certification_guid e_updated_03-15-13.pdf).
An important consideration that should be addressed at the familiarization meeting is the composition of the Project Certification Team.
All costs for professionals, inspection, and testing required for an alternate Project Certification shall be the Contractor’s responsibility and the District reserves its right to institute legal action against the Contractor and Contractor’s Surety for all costs to certify the Project and all costs to correct Non-Compliant Work that is discovered during the Alternate Certification Process.
The Project Certification shall follow the general format provided by the Program Manager.
Note: Once a DSA 301-P is issued, there will no longer be access to upload documents to DSAbox; instead, documents must be uploaded to DSA Certification Box (see DSA Procedure PR 13-02: Project Certification Process for additional information).
Failure to submit a Project Certification, an affirmative certification, or a corrective action report that meets the above requirements and is satisfactory to the Division within fifteen (15) months of the Project Completion date will cause the State Water Board to stop processing any pending or future applications for new financial assistance, withhold payments on any existing financial assistance, and begin administrative proceedings pursuant to sections 13267 and 13268 of the Water Code.
For all other projects, the Recipient shall prepare a Project Certification that includes information collected by the Recipient in accordance with the Project monitoring and reporting plan, a determination of the effectiveness of the Project in preventing or reducing pollution, and the results of the monitoring program.
On or before 31 March 2025, the Discharger shall provide a certified statement of completion of the Compliance Project (Certification of Completion).
The report should reflect the total cost of project as stated in Project Certification of Design, Construction, and Cost form.
