RULE 16: CHANGES IN SUPPLEMENTARY PROCEDURAL RULES (a) ADOPTION OF CHANGES IN SUPPLE- MENTARY RULES: The Rules of the Com- mittee, other than rules established by stat- ute, or by the Standing Rules and Standing Orders of the Senate, may be modified, amended, or suspended at any time, pursuant to a recorded vote of not less than four mem- bers of the full Committee taken at a meet- ing called with due notice when prior written notice of the proposed change has been pro- vided each member of the Committee.
