The following options have been considered: • Option 1: Shared facility owned and managed by Glencairn Community Project at a capital cost of £1,079,500;• Option 2: Shared facility owned and managed by Education Authority with Glencairn Community Project becoming anchor tenant for their portion of the building; and• Option 3: A scaled back version of the facility, potentially a modular build, with the Glencairn Community Project operating the facility.

The Parties may update this Appendix 3 from time to time by mutual written agreement without formally amending this Agreement.
Shared facility agreements shall clearly specify the rights, duties, and responsibilities of the system owners and the controlling authority, both financially and operationally, to assure perpetual operation of the system(s) and clarify the roles of the State and local health authorities to inspect the system(s) as WSSC has no intention of assuming ownership or operation and maintenance responsibilities.
In implementing this Plan, the City shall continue to pursue various kinds of partnerships, for example: Funding; Policy and program alignment and integration, including incentive programs; Coordinated advocacy; Capacity-building; Provision of amenities through development; Shared facility use; Referrals; Research; Reporting; Planning; and, Policy development.
