Alternate Methods. To the extent that this is practicable and not prohibited by law, and without interfering with the accomplishment of the Employer's mission, the Employer agrees alternative methods such as, but not limited to attrition, reassignments or details which do not result in displacement, hiring freeze on new employees, curtailing conversions of temporary employees to regular employees, early-out retirement, and to the extent feasible, non-essential expenditures and cost reduction efforts will be considered before abolishing positions.
