Animal Sheltering. Council Members: The City’s agreement for sheltering services with the Niagara County S.P.C.A. ended on August 12, 2023. As the SPCA no longer desires to be in contract with the City, the Administration was required to explore avenues for new animal sheltering services. To that end, it has been determined that The Pit Chic, Inc. (“Pit Chic”), a Grand Island, NY based company with extensive professional veterinary experience and over 15 years of dog training, shelter, and rescue experience, can address the City’s animal sheltering needs going forward. Under the proposed Agreement, Pit Chic will provide, maintain, and operate a shelter for seized dogs, and will make them available for adoption, in compliance with Article 7 of the New York State Agriculture and Markets Law. Dogs seized by City’s Animal Control Officer will be housed at a rate of $20,270.00 per month, for up to and including seventeen (17) dogs. Seized dogs transported to Pit Chic’s facility by the City in excess of that number will be housed at a per diem rate of $37.00. As it was necessary to engage Xxx Xxxx’s services on an emergency basis after the expiration of the City’s sheltering agreement with the Niagara County SPCA on August 12, 2023, the City will compensate Pit Chic at a rate of $675.60 per day through the execution of the proposed Agreement. Additionally, it is necessary that the City purchase fourteen (14) kennels to house the seized dogs on an emergency basis, at a cost of $13,000.00. The City will also purchase an additional thirty-one (31) kennels following execution of the proposed Agreement. Ownership of the kennels, which will be maintained by Pit Chic for the duration of the Agreement, shall remain with the City and all kennels will be used exclusively for dogs seized by the City. The term of the Agreement will run from the date of execution through December 31, 2024.

Animal Sheltering. SDHS shall provide the CITY with animal shelter services consistent with public shelter functions to received and care for all dogs, cats, and other domestic animals seized or impounded by Animal Field Services or delivered by members of the general public, provide humane disposition of animals, euthanizing, if warranted, and disposing of euthanized animals and deceased animals brought in by CITY residents. More specifically, SDHS shall maintain an animal shelters at 0000 Xxxxxx Xxxxx, Xxxxxxxxx, XX 00000 (the "Shelter"), which shall be open for public service and operation during reasonable days and hours and which shall comply with the standards described by the laws of the State of California, and the ordinances of the County and the CITY.
