BID PROCEDURE. 20.01 When a vacancy occurs that the district intends to fill, it shall be posted in the Central Office and emailed to employees school email address. (d) Any bargaining unit member who is not awarded the position based solely on qualifications shall be given a conference with the Superintendent or designee to inform him/her of the reasons for not receiving the position, with recommendations being given toward improving qualifications. 20.03 When the Board determines to fill a vacancy resulting from a retirement, resignation, termination or creation of a new position, a substitute shall not serve in the position for more than sixty (60) work days. 20.04 If an employee is a retired/rehiree, his/her seniority shall start with their most recent date of entry into the bargaining unit.

BID PROCEDURE. 20.01 When (33) Whenever Management determines there is a vacancy occurs that in a classification within the district intends to fillbargaining unit and there has been no reassignment, it the City shall be posted in post a bid notice on the Central Office City’s intranet and emailed to employees school email addresswithin the Division where the vacancy exists. The bid notice shall contain: the classification, job description, minimum qualifications as determined by Civil Service, shift and salary or hourly rate of pay. The bid notice shall be posted for ten (10) working days. Employees who meet the minimum qualifications may fill out job bidding forms, with a period copy provided to the employee. Employees who submit job bidding forms will be evaluated based on any or all of five (5) work daysthe following: attendance, leadership, written reports, oral interview, licenses, training, responsibility and initiative and interviewed based on bargaining unit seniority until filled. 20.02 In selecting (34) At the discretion of the Appointing Authority, he may post an employee for the vacant position, the Board shall use the following guidelines: (a) In the case of a lateral transfer informational bid in other Divisions within the same classification or Department; however, under no circumstances shall an appointing Authority be required to award a bid to an employee from another Division. (36) The vacancies described in Paragraphs (35)1 and (35)2 shall be awarded to the most qualified employee with the most job classification seniority. (37) The vacancies described in (35)3 will be awarded to the most senior employee requesting qualified employees with the position unless there is a compelling reason for administration not to award the position based on most bargaining unit seniority. If such an employee is a retired/rehireedoes not successfully complete this promotional probationary period, he or she shall be returned to his/her seniority former classification and rate of pay. Such cases shall start not be considered disciplinary in nature and shall not disqualify an affected employee from consideration for future promotional opportunities. Any other vacancies that are declared by Management as a result of promotion of an employee, in accordance with their most recent date the terms of entry into this Article, may be filled only on a temporary basis, pending the bargaining unitsuccessful completion of the original promotional probationary period. Any employee must request the vacant position in writing by the end of the posting period. E. If an employee is not selected through the above procedure, the Board may fill the position with the newly hired employee. F. Vacancies shall be filled within thirty (30) working days from the last day of the posting period. G. Employees who change positions within their general job classification shall be placed on the appropriate step of the salary schedule according to their years of experience. ▇. ▇▇ employee who is awarded a bid job under this procedure may elect to return to his/her former job within a lower paying classificationperiod of forty-five (45) working days. The Board may return an employee who is awarded a job under this procedure to his/her former job within a period of forty-five (45) working days if his/her performance at the new position is deemed unacceptable by his/her immediate supervisor. Notice and justifiable reasons will be submitted to the employee in writing by the Board with a copy to the union. The Superintendent shall have the right to waive the forty-five (45) day probationary period prior to the expiration of the forty-five (45) day period. I. If an employee within the classification is awarded the position, the position vacated will be awarded to an employee within the classification with the most senior employee requesting seniority who desires the position unless there is a compelling reason for administration not to award the position based on seniorityposition.
