Bus Routes. A. The Administration will designate a maximum of four (4) routes as premium routes based on there being students with special needs on the routes. Drivers selecting a premium route will be compensated with an additional Forty Cents ($0.40) per hour. B. Annually, the Board may post up to four (4) “Summer Test Driver” positions for the purpose of driving some of the proposed routes for the upcoming school year to verify times and directions, and identify potential problems on the routes. The Administration will select the drivers. The drivers will be paid their regular rate. C. The Transportation Supervisor shall post all regular bus routes according to bus number, capacity, times and routing description, and all “variable route assignments,” no later than seven (7) days prior to the earliest school opening for any school served by the Twinsburg City Schools’ Transportation Department, in the Transportation Supervisor’s Office, for all Bus Drivers to view. A “variable route assignment” represents a regular bus driving assignment that is bid annually and involves the driver being given different assignments that may vary from day-to-day, based on operational needs as determined by the Transportation Supervisor/designee. While the start/end times for variable route drivers may vary from those of regular bus drivers, variable route drivers will not be required to report to work more than fifteen (15) minutes before the earliest start/reporting time for a regular bus driver. D. 1. To facilitate bus drivers’ selection of their routes, annually the District will conduct a mandatory Bid Meeting at least three (3) calendar days prior to the earliest opening for any school served by the Twinsburg City Schools' Transportation Department. Drivers must appear in person at the Bid Meeting or, in the case of an emergency or other valid excuse, have a colleague attend the Bid Meeting with his/her proxy (a driver who sends a person with his/her proxy, must ensure that the person with the driver’s proxy attends the meeting with the driver’s assigned Group). Prior to the Bid Meeting, drivers will be divided into groups of five (5) based upon their seniority (e.g., the five (5) most senior drivers will be in Group 1, the next five (5) most senior drivers in Group 2, etc.). The Groups will meet in thirty (30) minute increments, with the Group with the most senior drivers meeting first. Within his/her Group, the drivers will select their route based upon their seniority; each driver will have five (5) minutes to make his/her selection. If a driver or his/her proxy is not present when his/her turn arrives, he/she will move to the end of his/her Group and if he/she appears before the end of his/her Group’s thirty (30) minute period, the driver will be provided a final opportunity to select his/her route after the other drivers in his/her Group have made their selections. Drivers or their proxies who do not appear with their assigned Group, will be provided a final opportunity to select a route from those remaining after all of the Groups have met with the Transportation Supervisor. If a driver does not attend the Bid Meeting or send a person with his/her proxy, the Transportation Supervisor shall assign a route to the driver. Bus drivers will be paid for thirty (30) minutes for attending their Bid Meeting. (Individuals who have a proxy for another driver will not be compensated for attending the Bid Meeting on behalf of another driver.). The Association may have two union representatives attend the entire Bid Meeting to oversee the process, but such observers shall not be compensated for their time at the Bid Meeting.

Bus Routes. A. 1. Regular bus routes shall be defined as the total driving time for the morning (AM) run, and the afternoon (PM) run beginning when the bus leaves storage to when the bus returns to storage for each run. Mid-day routes will also be defined from storage to storage. For the purpose of determining the drivers time from “storage to storage” as referred to herein, the calculation will begin when the driver leaves the parking space at the bus garage and ends when the driver returns to the parking space at the bus garage. The Administration driving time for the AM run, the PM run and the mid-day run will designate each be rounded up to the appropriate one quarter (1/4) increment as defined in Section A.3.e of this Article. The bus route time shall be used in all postings for bidding and/or bumping. 2. Bus routes will be further identified by the general geographic area established in the Board’s narrative description of the bus routes. The determination of such geographic areas shall be an exclusive management function. The identification of bus routes by geographic area shall not in any manner limit, restrict, or modify the board’s right to efficiently and effectively manage and operate the transportation system of the district. 3. The bus route number for each route will be determined by the number of the bus used to service the route. Drivers shall remain on the routes of which they bid/bump. No driver shall be transferred from his/her bus route, except as is provided by the terms of this Agreement. 4. Routes shall be established each school year by the Transportation Supervisor in accordance with the provisions herein. a. The Transportation Supervisor will meet with drivers, if requested by either party, prior to the school year to review concerns with individual routes. Drivers shall be asked to review the route utilizing his/her experience and knowledge. Each driver will be paid a maximum minimum of four one (41) hour at his/her regular rate of pay. Drivers will also be permitted to drive their routes as premium routes based on there being students designated days before the school year to become familiar with special needs on the routes. Drivers selecting a premium route Each driver will receive their regular hourly pay for one (1) “test drive”. b. Prior to October 15 of each school year, the Transportation Supervisor may make adjustments to the bus routes, to meet the transportation needs of the district. Each of the bus routes (i.e., AM, PM, Mid-day) will initially be defined by Versatrans. Input from drivers concerning the Versatrans route(s) will be compensated with an additional Forty Cents ($0.40) per hour. B. Annually, the Board may post up to four (4) “Summer Test Driver” positions for the purpose of driving some of the proposed routes for the upcoming school year to verify times and directions, and identify potential problems on the routes. The Administration will select the drivers. The drivers will be paid their regular rate. C. The Transportation Supervisor shall post all regular bus routes according to bus number, capacity, times and routing description, and all “variable route assignments,” no later than seven (7) days prior to the earliest school opening for any school served by the Twinsburg City Schools’ Transportation Department, in the Transportation Supervisor’s Office, for all Bus Drivers to view. While The Versatrans route will include the start/end times for variable route drivers may vary from those amount of regular bus drivers, variable route drivers will not be required to report to work more than fifteen (15) minutes before the earliest start/reporting driving time for each route rounded up to the nearest one quarter (1/4) hour interval in accordance with Section A.3.e of this Agreement. Once the school year begins, the routes will be timed by GPS to determine a regular daily average time. The last ten (10) school days in September will be utilized to compute the GPS average time. The GPS average time will then be applied to the negotiated schedule for rounding up to the next one quarter (1/4) hour interval. In the event the final time for the route is different than the bus driver. D. 1. In the event a driver does not attend the Bid Meeting or send a person with his/her proxy, the Transportation Supervisor shall assign a driver’s combined daily route to the driver. Bus drivers will be paid for time (AM and PM runs combined) changes by thirty (30) minutes for attending their Bid Meeting. or more, the Board shall abolish and recreate the route following the provisions of Article 15. e.
