Changes Affecting Conditions of Employment. 1. Except in situations arising out of Section 4.2, the Agency agrees to consult with the Union prior to implementing, modifying, or cancelling any personnel policy or procedure that affects employee conditions of employment. This section applies to any change of conditions of employment, regardless of the number of employees affected, to include situations where employees may be exposed to hazardous materials or conditions. In other words, even if the change affects a single employee, the Agency has a duty to comply with this section.
