Confined Feeding. Revise the confined feeding approval system to comply with new rule requirements by the effective date of the revised rules. Through revision of the confined feeding rule all concentrated animal feeding operations will have a permit equivalent to a National Pollution Discharge Elimination System (NPDES) permit. All concentrated animal feeding operations already have an approval, which contains the basic environmental protective requirements of an NPDES permit.
