No employee in this class shall report for duty or remain on duty 31 when the employee in this class uses any controlled substance, except 32 when the use of such controlled substance is pursuant to the 33 instructions of a physician who has advised the employee in this class 34 that the substance does not adversely affect the employee's ability to 1 safely operate a commercial motor vehicle.
