DEFINITION OF EVALUATOR. An administrator, principal and/or other supervisory personnel. The evaluation procedure set forth herein shall provide for a positive attitude to be maintained by all parties toward the development and improvement of the instructional program of the District. The evaluation procedure shall recognize high levels of performance and encourage improvement in specific identifiable areas through systematic assessment of employee performance. The following optimum conditions should prevail when an observation of an employee takes place. If any of these conditions are absent, the evaluator and/or teacher shall duly note the specific conditions lacking in that employee’s instructional setting on the observation report:
