Definition of Layoff. a. A layoff action constitutes written notice to an employee that his/her position is being abolished due to lack of work or lack of funds. A layoff action also includes any reduction in hours or days of employment, or assignment to a class lower than that in which the employee has permanent status, voluntarily consented to by the employee, in order to avoid interruption of employment by layoff. Upon the request of the Union, the Parties (CCCOE and the Public Employees Union, Local One) shall bargain the impact of the employee being laid off. If in the event the layoff affects the workload of other employees, the parties shall meet to discuss the duties. b. A classified employee may not be laid off if a short-term employee is retained to render a service that the classified employee is qualified to render. (Ed Code 45117 (c)(1)).
